By Elizabeth Vincent  The Independent National Electoral Commission (INEC), Chairman Professor Mahmood Yakubu, has said 1,056,862 voters have registered in Bayelsa State while 1,017,613 of them have collected their permanent voter cards (PVCs) and 39,249 PVCs are uncollected.
