Enugu State High Court has imposed a fine of N20 million on the state Commissioner of Police, Kanayo Uzuegbu, and Deputy Superintendent of Police, Chidobe Ekeleme, for violating the right to life of Chika Chukwu Onwe, who went missing in police custody.
